Romans 8:28-30 KJV
[28] And we know that all things work together for good to them that love God, to them who are the called according to his purpose.
[29] For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren.
[30] Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified.
Certain people are predestined. To what? To become like Jesus. Who are these people? These are people who are already saved. This passage says they love God. Unsaved people do not love God. In fact, they hate Him.
God has predestined saved people to be transformed to be similar to Jesus. In order to accomplish this, he calls them to participate in this process. Because they are saved, they are justified and as they become more and more like Jesus, they are also glorified.
